night and more to come. let's get right to spencer with tracking all of it for us on radar tonight. >> it is indeed going to get stormy. in fact the north bay has seen a lot of stormy weather tonight. this is the way it looks right now and throughout the late afternoon and early evening hours most of the active weather has been pushing into the north bay. that's the area getting drenched writ now. you can see pockets of locally heavy rainfall in places like fort ross and north of santa rosa at bodega bay and up near sea ranch. all but moving into the north bibay but we see batch beginning to push towards the golden gate into san francisco but still most of it energy is going up to the marin county coast license there so mainly north bay event so far. over in the sierra lake tahoe pretty much rainfall down at lake level. snow levels are way up high around 8,000 feet. rainfall total over the last 24 hours growing now nearly half inch up in mount saint helena. third inch at santa rosa. third inch at san francisco and of course these total will grow because there will be more wri

we are a look at radar tonight. spence spencer. >> well there could be more of all those things to come. certainly will be more showers to come if you look at live doppler 7 hd little pockets of shower activity offshore which has been the pattern for most of the day into the evening hours. but some has moved on land. take a look at this east of san jose over the mount hamilton area. mixed precipitation because the air is really cold so some snow mixing in with some of the precipitation there. farther south down in the big sur mountains down near soledad and greenfield you can see a little bit of snow in the higher elevation there. showers down below and offshore pocket of shower activity a lot of cold air coming our way right now temperatures drop to the 40's in many locations around the bay area. we'll see low 30's in some spots before this night is over. frost advisory in effect for the north bay valley and mountains and the southern valley 2 to 8:00 a.m. see low temperatures in the mid 30's. low to mid 30's. sensitive plants may damaged by the cold. i'll have closer

. let's get right to 7 news weather anchor spencer christian who is tracking the storm on radar for us tonight. >> here's live doppler 7 hd and rainfall quite steady up in the north bay throughout the day into the evening hours now shifting south to east through the central part of the bay area and there are wet spots out there which is giving you reason for caution. you can see a line of showers and rainfall. some light to moderate. maybe local heavy downpour through novato and sonoma out to vallejo and moving into san francisco. let's close in in marin county south to tiburon and down to the marina area of san francisco. we have got an area of pretty steady rain fall right now and we expect to it expand over the next couple hours and reach other parts of the bay area. this has been the pattern as we loop the radar over the last 3 hours. moving east and south than it had been doing early in the day. all of us will have wet areas by early morning. rainfall total past 24 hours over 4 inches in novato. inch in santa rosa. see most of it has been in the north bay. about to get a n

're going to try. spencer patton, is chief investment officer at steel vine investments. and spencer, you have some great ideas. let's get right to it. the first one has to do with how the tax policy will change on capital gains and dividends. what is your recipe there? >> so capital-gains taxes are going higher. it is just a matter how much higher they're going. the smart thing to do, whether you own a business or own stocks is to sell. if you hold from december 31st, to january 1st, you're taking somewhere between a 5% to a 15% hit because you're going to be paying more taxes. it is rising from 15% on long-term capital gains. first, raise some capital. sell what has been winning for you. melissa: get out while the getting is good. i think that's what we've seen in the stock market the past two days. go to your second thought which has to do with buying a single-family home. how come? >> when in doubt do what warren buffett does. that is a great strategy to have in life and warren buffett said if you he could do anything he would buy 40,000 single family homes and use them as rentals. i
